Seasonal Impact on Trade Conditions

Although the seasonal adjusted Trade Activity Index (TAI) improved from 49 in November 2016 to 53 in December 2016, the non-seasonally adjusted TAI was down to 44 in December 2016 from 53 in November 2016. The seasonally adjusted TAI of December 2016 was up from the adjusted TAI of 39 of December 2015. Therefore, although December is usually a tight month for trade conditions due to less business-to-business trade (except for retail trade), December 2016 was a noticeable better month than December 2015.

Business Confidence in Anticipation

The SACCI Business Confidence Index (BCI) remained almost steady with a small decline of 0.1 index point between 93.9 in November 2016 and the 93.8 of December 2016. The severe year-on-year decline of December 2015 of 10 index points was reversed with a year-on-year increase of 1.6 index points in December 2016 taking account of the low figure of December 2015. This is the first time since February 2015 that the SACCI BCI improved on a year earlier.

Trade Conditions Stay Flat


According to the November 2016 SACCI trade survey, trade conditions remained restricted. The seasonally adjusted Trade Activity Index (TAI) remained in negative territory measuring 49 compared to 48 in October 2016. However, the seasonally adjusted TAI was 6 index points stronger in November 2016 than in November 2015. November usually has an extraordinary seasonal element due to business-to-business trade being concluded before the holiday period of December.

Delicate Business Climate

The SACCI Business Confidence Index (BCI) improved by another 0.9 index point from October 2016 to 93.9 in November 2016. The BCI increased by 3.6 index points from the exceptionally low level of 90.3 registered in September 2016. During 2016 the BCI recovered relatively well up to July 2016 when the BCI reached 96.0 but then contracted to the 90.3 in September 2016.

The recovery of the BCI in October and November 2016 was achieved in a depressed domestic and global economy and further harmful local socio-political diversions that unfavourably influenced the business climate. Notwithstanding the volatility in the business climate, the present turnaround in the BCI could gather more momentum.

Restrained Trade Conditions

The October 2016 SACCI trade survey indicates constricted trade conditions as the Trade Activity Index (TAI) remained on 51 while the seasonally adjusted TAI measured 48 – down into negative territory from 52 in September. However, the seasonally adjusted TAI was 2 points higher than in October 2015.
